Well we're ceding the sw because we're under-investing compared to both the other labs. The lead developer of Jana2 was hired a few years ago on LDRD as a computer scientist postdoc working side by side with David. He did well, and now he's Jana2 lead dev, he gave a great heterogeneous computing talk at the last 12GeV review I did, and he and Jana2 are also in the thick of their rapidly developing streaming readout sw work. Compare BNL: no LDRD, and any CS expert hire if we actually made one would live in CSI. That's one example among several; another is they hired Makoto. With Gaudi folks dropping the ball (four unanswered attempts to contact the Gaudi team?!), Jana2 choice will sew up reco framework for JLab, they've sewn up lead on simu with Makoto, and the Jana2 decision will dovetail with their streaming sw stack work. The difference between strategy+investment and indifference.

We should also start to discuss the involvement into the EIC software (I decided for myself that I have no stake in this). If NPPS doesn't carve out a piece of this pie soon it'll be just boring but tedious leftovers. Going back years there was the notion that if the EIC would come to BNL it might mean ceding the software which is exactly what is happening. The other sentiment at that time was that BNL employees working on EIC software would become easy targets in times of budget problems and that's what really worries me.
