Hi Vladimir,
1) It will depend on need. The jet and HF/quarkonia TGs meet biweekly. We may (very likely) need to meet less often depending on the level of demand.
2) Yes, I plan do this—keeping meeting minutes is good practice for many different reasons.
3) TG meetings are mandated by Chapter 6 Section 3 of the bylaws. Even in absence of an official mandate, working group meetings have been standard operating procedure in nuclear and particle physics for decades and are widely understood to be beneficial. While email is an important part of the function of the working group, so are the meetings. A lot of important discussions occur during the meetings that are difficult and impracticable over email.
4) Indeed, and I both welcome and encourage robust discussions on this list.
