Since the time is short we should try to meet
briefly later this week to touch
base and coordinate the writing process. Since
sending out a doodle and collecting
responses will probably take too long we propose to
use the time slot of the
General Meeting on Friday noon and the calibration
task force executive meeting time slot
on Tuesday next week.

We would like to proceed to the next step in the Outer Tracker effort, which in this case is to prepare an Outer Tracker plan so that it is reviewable for Cost, Schedule and required resources.
The sPHENIX Project Management team, and the co-spokespeople,
request that you draft an Outer Tracker Management Plan similar to the sPHENIX MVTX Management Plan that I have attached.
I recommend that you aim for a concise 10-page version of the
MVTX plan. The document needs to include the project deliverables,
schedule, budget, labor resources and an org chart similar to what
is contained in the MVTX document. Much of sections 3.X and 4.X
in the MVTX document can be left out of the Management Plan for the
Outer Tracker, though we do need an org chart to define responsibilities.
If we are going be successful in getting money from BNL for
this effort we are going to need a reviewable document that
contains the all of the aforementioned basic information that
we can share with BNL Management and DOE. I think that the
design and simulation effort for this detector is far enough
along that you can produce such a document.
We would like to receive this ~ 10-page document by November 2.
