Dear all.
Attached is the minutes for the general meeting on Feb 23rd 2018.
Best wishes,
Yongsun

Collaboration news
* Sign up and collect your pictures on the sPHENIX Facebook page
* Update of MVTX proposal sent to Muller for budge briefing
* Vicki and Jjn are elected as EC members.
* Consortium in China for seeking funding.  Bernt is coming.
   * Gunther : In the post-workshop meeting, representatives from China is expected to present some concrete news about their contribution.

L2 meeting
* Everything went well last week, e.g. cost and schedule review, magnet test, calorimeter sent to FNAL
* KPP & UPP in discussion
   * Gunther: Not trivial to present quality checks (e.g. tracking performance) using on data-driven result only.  We need a concrete plan for the next proposal.
* Q: What does UPP stand for?   A: Ultimate Performance Parameter
 * Technical things are now ready for the software modules.

Discussion on sPHENIX/EIC letter of intent
* Timeline:
  * 1st draft of DoI targeting the PAC meeting schedule in June.
  * final draft by September targeting the DOE site visit.
  * In the second half of 2018, DOE may declare CD-0 for EIC.
* STAR is not being asked for the update to eSTAR.
* Bernt agreed the highest priority remains on CD-1 review
* LoI will very probably be reviewed by BNL
*  pre-CDR will have brief experimental interface section.
* ALD said the overall purpose is not clear.
   * Gunther: Bernt is asking us to clarify the different goals.  And we should provide clear documentation on HCAL and MVTX in the aspect of the future use in ePHENIX.
* Dave.   We should state the clear timeline to give an impression that ours fit the aggressive timeline of EIC.
* Christine: Should we mention about the non-sPHENIX manpower? We should find people outside for better developments for ALCA and medium energy program.
   * Gunther: suggest to focus on the current manpower and discuss this in another agenda.
* (forgot who said)  DoI is a kind of detector competition.  Whatever we come up with, we should set the boundary condition for the money.
* Jin: We should explicitly point out in the charge whether we should design and cost out beam line detector.
   * Christine: Agree on this. Nils had a model of the beamline magnet in the simulation, which would allow us to do some study.
* A brief update about MVTX&INTT from Min Liu
   * MVTX&INTT first test was successful yesterday.
   * Some will go to CERN to build more sensors.
* The director's review Part II will pace in 10 days.

Dear collaborators,

We will have the 44th sPHENIX general meeting tomorrow, Friday February
23 at noon EST.  The agenda and connection information can be found at

https://indico.bnl.gov/conferenceDisplay.py?confId=4295

For those at BNL, we will meet in Rm. 2-219.

In addition to the usual updates we will have an initial discussion of a
recent reqeust from ALD Berndt Mueller to update the sPHENIX/EIC
detector letter of intent.  It will be very useful to hear thoughts from
the collaboration on how to approach this.

Best,
Gunther and Dave
