I found this very nice request in the APS-DPF newsletter. This leads me to believe that BNL really is on the right track for the EIC Experimental Program.

Mike Tannenbaum [who did similar fixed target experiments at the Cambridge Electron Accelerator in 1966-1972 and also at the AGS with muon beams e.g PRL35(1975)407-410].
