Hi,

Rather inconveniently, our Lab. Chief Electrical Inspector (the way I
call him) is on travel this week and can only read his email occasionally.
We are all very unhappy about this.  He's still not agreed with what we
have done. Interpreting what he wants for the pre-start, we are now
trying to do the EMII (electrical material and installation inspection)
in the Assembly Hall and Interaction Region for those things that we
haven't done (such as lighting).

Joel Vasquez ( our Chief Electrical Engineer )is leading the efforts
with a few Lab. EMII inspectors.  He and the C-AD ESSHQ Head and others
determined that there are several items that we need to do.   3 of them
belong to the Cryo Group (C-AD).  Since I'm more familiar with this C-AD
group, I went to ask them.  They quickly found a C-AD electrician Bob H.
to do it tomorrow.  But when I chatted with Bob, he told me that he's
running out of EMII stickers !   I quickly found Mike D. in C-AD and
took a few stickers from him to give to Bob.  If nothing else, I wanted
just to show him how determined I'd like to get it done 😁   That may be
the most productive thing that I've achieved the whole day. 😂

The plan is finish doing all the inspections and submit to this Chief
Electrical Inspector.  We hope he'll agree ~on Monday that we have
finished all the pre-start items ( --- he mentioned in his travel about
something that should be post-starts).  Then,  the IRR Chair approve on
Monday.  Since it'll need a couple more steps (we've sent documents to
the next officer to give him a heads-up) before we obtain the final
approval from the DOE site office, it looks like that though RHIC can
start cool-down on Monday (May 8), we can't cool down our Magnet nor
flow gas to TPC/TPOT.

Since I needed to change a couple things for the RHIC Operations
Readiness check-off list (as the Rad. Safety Chair in C-AD), I noticed
that the RHIC check-off list is also largely incomplete. They need this
to be completed in less than a week before C-AD can inject beams to RHIC.

After lunch today, some of us have had a hot discussion with the ESSHQ
Head.  At the beginning, it's about what to do or not to please the
Chief Electrical Inspector.  At the end, we discussed/debated about
whether we could put back our wooden planks that have been painted with
fire-retardant paint.  He hadn't wanted to allow us to do so.  At the
end, with so many mouths of us (vs only one of his), he "bitterly"
agreed for us to put back those wooden planks.  After that, our Liaison
Engineer has arranged at least two carpenters tomorrow (at the last
minute) to put back all the painted planks to the scaffolding, so that
our collaborators can get access to their detector inside the magnet
bore etc.
