sPHENIX MAPS tracker discussion

FYI,
I thought we had a very good review for MVTX this week, see the summary from 
Ed.

After the review, I had a follow-up discussion with Ed, John H. and Glenn et 
al.  Here is a short action list for near term activities:

1. prepare for a MVTX cost & schedule review (sPHENIX internal or higher 
level) in ~mid June after the PD2/3 review (5/29-31), update the P6 with the 
latest C&S developed after the MVTX/HF workshop at LBNL in March. 
2. update project management plan (PMP), risk registry, WBS dictionary and 
BoE documents. sPHENIX project team will help to enter them into P-6
3.  submit funding breakout to sPHENIX/BNL management for FY19, for LANL, 
MIT, LBNL, UT-A et al, including design and test/QA efforts etc. 
  
We will skip MVTX bi-weekly meeting tomorrow.

          I want to thank you all for the tremendous effort you put
         into preparing for the Director's review. We prepared
         60 talks from 47 different speakers and posted over 60
         separate documents for the review. The talks as a whole
         did an excellent job communicating to the review committee
         the maturity of our design and our preparedness for
         proceeding to baselining and production.
          The main conclusion of the review is that the sPHENIX project is
         ready for a PD-2/3 review. That was our primary goal  for
         the review and we obtained it. We have six and one half weeks
          to get ready for the PD-2/3 review. This was a good practice
         for us and a thorough vetting of our talks and documents.
         We have some follow-up work to do to prepare for the
         PD-2/3 review,  but we'll be ready. Congratulations to all
         on a good outcome and on to the next review.
