Commissioning and running of sPHENIX

As I mentioned in the fortnightly meeting, we labelled and released a 
version of the commissioning document for collaboration review today.  
It can be found on the commissioning workfest Indico (material at the 
top):

We are continuing to work on the document in Overleaf, if you'd rather

We've asked a few people to do a critical reading, but please send us 
your comments (or, for uncontroversial corrections, just correct the 
document).  Although the review period is nominally 1 week, we really 
need to have suggestions for major changes by Wednesday, August 23 to 
give us enough time to review them and modify the document for 
submission to the NPP ALD by next Friday.

Thanks to everyone who contributed to the document and the workfest this 
week, to make this document come together so quickly.
