Commissioning and running of sPHENIX

We need a little more time to make some modifications to the water 
system (additional solenoid valves, changes to control and monitoring, 
and further diagnosis of the "spare" backup chiller) so we won't have 
running ECW until later this week, or more likely, next Monday.

That keeps us from running racks normally, but there are some tests that 
can continue without ECW, like testing of the replacement crate in 3C1, 
as long as the rack doors are open and you remain conscious of the rack 
temperature (recall that the shutdown rules of the road require a 
responsible person to be present in 1008 when power is on).

Sorry for the delay, but we think this will protect the ECW system from 
the kind of problem we had a few weeks ago.
