Commissioning and running of sPHENIX

Hi everyone -

To help with the ongoing internet issues at BNL, particularly in the dorms,
the sPHENIX visitors office has acquired 5 brand-new 5G mifi hotspots through
BNL, which can be issued to sPHENIX members while they are visiting the lab.

However, it should be kept in mind that these are expensive devices and need
to be well cared-for so the entire sPHENIX collaboration can benefit from them
now, and in the future.

Thus, Mariette and I have come up with a few requirements for issuing them,
and we're working to develop a lightweight procedure for getting it to you.

The current version of the procedures to access them, and rules for their use,
