sPHENIX tracking discussion

I have reorganized the tracking section along the lines we discussed. The structure is now:

I moved what seemed to be the general (i.e. not specific to technology) discussion about tracking performance from the TPC section to section 4.2. See what you think about that. The rest of that discussion I left in the TPC section, since I did not know what to do with it. As it stands it needs significant revision because the silicon tracker configuration used in it does not correspond to the one described in the silicon tracker section.

I made a backup of the repository (labeled V0.992-20151021) before I committed the changes.
