Hello,

I underestimated how long it would take me to put the tracking chapter 
of the pCDR in its final pre-review state.  I just made a large number 
of changes in what I called V0.995-20151026 and eliminated any red or 
blue "notes to self" and empty sections, in addition to clearing up 
language and either deleting missing references or supplying them.  I 
think it still needs polishing, and I may have screwed up some things 
that were previously ok, but it's the best I can do right now.  Version 
0.994-20151025 is the "before" version.

I cleared up problems in the rest of the document during the day except 
for the final management chapter, which needs a selection of the final 
plots and tables from the project analysis.

I was hoping to "hand it in" first thing tomorrow morning, but I think 
at least Chapter 4 needs some more eyes; it is also longer than one 
might expect in the pCDR, so one way to improve it may be to cut it more.
