just to follow up with experimental info.
The sector 7-6 has voltage 1345 and all other 1390 V.''
The two plots show the cluster ADC distribution for two rows 2 different HV settings
The most probable ADC value is 100. and 55. respectively.

I would not like in general to lower the outer sectors apart from trouble sections.

I agree that decreasing the gain on the anodes by a factor of 1/3 can
be achieved by lowering the Outer Sector voltage by 45 volts, and/or
lowering the Inner Sector voltage by 35 volts. See page 3 lower
plot, and page 4 summary, bullet 3.
