Hi,

The milestone schedule gantt chart is meant to be used as a screen shot 
to show that you have a reasonable waterfall of milestones, not to 
describe individual milestones.  For that, indeed the sheet is better. 
There I would just take some subset (reviews, ...), probably take that 
subset mostly from the Tier-3 and 4 milestones.
