Dear NSF L2 Managers & Deputies –

 

In order to make sure that all are aware and on the same page, we wanted to inform you that DOE has significantly reduced the FY21 allocation for the ATLAS HL-LHC upgrade.  The scale of the reduction -- ~ 15-20% -- dictates that much of it will have to be passed on to the subprojects.  This reduction is focused solely on FY21:  it does not imply a concomitant reduction the funding envelope.  It will nevertheless have a palpable impact on our progress, which the DOE L2s/Deputies are in the process of assessing.  Note that all of the US LHC projects – ATLAS, CMS and the Accelerator Upgrade Project – have been reduced in FY21.  In a nutshell, this was the result of some serious downward pressure on the OHEP budget due to unforeseen congressional earmarks in the FY21 budget.
