Hello all,

BCP 1057 is very special because it mixes COVID and non-COVID costs. This
means we need to do an excellent job at documenting why certain costs were
attributed to COVID. The short paragraphs from previous COVID BCPs will
almost certainly not be sufficient. So, please make sure you have tables
that say what fraction of each change was attributed to COVID with text
explaining why.
