I went a little beyond fact-checking, but they can ignore my corrections of typos etc.  I don’t see any factual errors, but there are a few cases where I think what’s written isn’t what they meant.

The review panel has completed their draft report from last week’s NSF review of the rebaseline plan for the ATLAS HL upgrade. Would you and your colleagues please review the draft for factual errors and provide feedback within a few days? Because of other constraints on the availability of the panelists, I would like to have the review panel finalize their report sometime next week.
