Hi Hal,
This is a good starting point. In addition to the "roll up" tab, the "main table and plots" tab may also be useful.
As you say there are details that have changed at approximately the $0.5M level or so, and especially in light of prolonging the MREFC for COVID, we should understand how much the I&I portion shifts from this award into the next award. Let's not just assume the I&I budget total in this award automatically remains where it was at the time of submission but really understand what's needed.

Here is the latest version of the NSF Cooperative Agreement effort and cost calculations that I could find. John Hobbs should speak up if this is not the actual version used in the proposal. In any case, any small differences won't be relevant to our purpose of setting the scale of I&I that we should be aiming for. That's set by the total I&I budget of $6.4M.
A few (hopefully) clarifying comments:
1. I&I numbers can be found at the bottom of the "Roll Up" tab.
2. The assignment of funding to institute was done simply based on the fraction of the MREFC budget assigned to each institute. This can certainly be adjusted in constructing our new plan.
3. The CA budget years start on February 1. This leads to the following date mapping:
