Hi All,

As we approach the end of the month, the NSF scope RLS should be updated 
by the end of this week, which will allow the ICE documentation to be 
completed soon. The ICE documentation (see old message below) will be 
required soon. NSF is still evaluating the Army Corps of Engineers/ICE 
report based on the two original deliverables, so it is not yet clear 
when they will be ready for the next round of documentation for all 
remaining deliverables, the current information is that it could be due 
~June 15 which NSF views as optimistic at this point. We will update you 
when we have a more definite date. In the meantime this is my current 
understanding of your documentation. The numbers shown refer to the 
DocDB #. If you update documentation, update it in your area and let me 
know or send it to me directly. I will update the ICE DocDB using your 
updated files – I say that because I am trying to keep a uniform naming 
convention for the files.

Hi,

Just in case it is helpful, the way I created the redacted documents was 
to convert them to pdf and then use the “redact” tool in Adobe Acrobat 
to make the permanent redactions (you can’t undo the redaction after you 
save it).

Hi All,

Please pass this on to L3s and any others that need it. This is a 
reminder that you should be preparing the documentation for the ICE 
review, which is asked to arrive at an independent cost estimate of the 
*_commercially procured costs only_* (so all our material costs but 
*_not labor_*) – we need that documentation in our hands by April 12, so 
it can be vetted before forwarding to NSF for ICE. An example of the 
documentation that has already been provided to the Army Corps of 
Engineers (ACE) and their expert subcontractors for the two pre-FDR 
deliverables (Muon TDC, LAr ADC) are available in DocDB #655 (a cut and 
paste is shown below).

  * Some of that documentation is provided by the PO (e.g. CEP, P6 XER
    file, PEP, Risk register, WBS dictionary). So this is not your
    responsibility.
  * The other documentation needs to be provided by you (*BOE, Design
    overview for deliverable, technical specifications*). Your
    documentation should come in two version – one that is complete (for
    NSF) and a version where the material costs have been redacted (for
    ICE).

One caveat is that although NSF has agreed that we have provided the 
documentation we were asked for by them. What we do not know is if this 
documentation will suffice, so to that end, the ICE committee is 
reviewing the material this week, and we have a ‘kickoff’ meeting 
between USATLAS-NSF-ACE/ICE takes place by teleconference on April 9 at 
12-2pm eastern. You and your L3s are encouraged to attend to see what is 
expected by the ACE/ICE.
