* To bring everyone up to date, *the project’s CD-3a request for long
lead procurements for the silicon strips and global mechanics
projects was approved by the DOE Energy Systems Acquisition Advisory
Board (ESAAB) this afternoon.* This allows us to keep pace with
international ITk production needs as the full suite of DOE designs
advance sufficiently to support a baseline. This authorization is a
major step forward – we offer our congratulations to all involved.
As a reminder, there should be no commitment of these funds without
explicit approval from the PO. We should all be keeping abreast of
the status of the CD-3a procurements during our regular ~ weekly
discussions.
* After discussions within the PO and with the DOE L2 Managers and
Deputies, and their consultation in turn with many of you, *we have
set the date for a combined DOE CD-2/3 review for the week of
December 7, 2020 at BNL. Please mark your calendars.* The DOE/OPA
calendar, and our own, fill up very quickly, and they are taking
stock early in order to accommodate what the various science
projects will need during the coming year. These reviews are
generally held on Tuesday through Thursday –this can vary on
occasion, so for now we ask that you block off the whole week. The
DOE review will be preceded by a Director’s Review to be held no
later than early October, though we’ve not settled on a date for
this just yet. We will develop and distribute a task list/timeline
for getting to CD-2/3 over the next few weeks.
Combined 2/3 approval -- establishing a performance baseline (CD-2)
and approving the start of construction/execution (construction
readiness – CD-3) – is a fairly high bar. It assumes not only that
a sufficiently detailed and verifiably stable plan is in place, but
also that procurement/production readiness can be clearly
demonstrated. The preparations over the coming months will focus on
preparing this full package. Working with our ATLAS colleagues to
catalyze design convergence and technical decision-making will be
essential elements of all of our roles moving forward.
Our congratulations once again on so successfully navigating DOE IPR and CD-3a and the NSF FDR reviews this past summer. We look forward to putting together the case for this next phase, both within the US and with our ATLAS counterparts over the coming months. The very strong project-wide showing we are making at all of these reviews, on both the DOE and NSF sides, is standing us in very good stead.
