Thanks, Dave.  That is a handy little bit to know.  That file though is owned by an rpm
[root@gate04 quarantine]# rpm -qf /etc/gratia/condor/ProbeConfig
gratia-probe-condor-1.13.18-1.osg.el6.noarch

So, it would appear that if the rpm updates, the file would also update?  Where in that file did you place the directives?  Maybe somewhere near the end, in this vicinity?  Is osg-configure, if run, going to over-write the file?
