My two cents, I only speed-read (obviously)  -  I don’t know his strengths or exactly where things stand wrt requirements so some of the points may be redundant, I would suggest focusing on project management deliverables, e.g.

Delivering the framework requirements, as agreed by all stakeholders
Delivering the framework specifications to meet those requirements
Define an implementation plan and work packages

I attach the still-draft proposal to engage Makoto Asai in leading a common EIC simu effort that I've mentioned a few times. JLab is supportive and seems likely to try to turn it into a contract. Ideally (from my point of view) BNL will get involved also, e.g. by extending its duration. I'm not raising that sort of suggestion until JLab's intentions become clearer, and I'm interested to hear your comments. It's still a draft as I say.
