FYI, in case some small but related experience is useful:
With many pushes and work from Meifeng, we are doing this on the HEP
side. My guess is BNL had only 2 lab-level HEP LOIs but in any case we
got approved to submit ours to DOE which we did just before the
holidays. We now have to make the full proposal (same deadline as NP,
iirc).
For our proposal, we have difficulties finding "enough" non-BNL
collaborators. How much is "enough" I don't know but since is stressed
as important, I suspect what we have is marginal (we have one individual
each from FNAL, Yale and LSU).
But worse for our proposal, we have yet to land any connection to a
SciDAC institution.
For an NP submission, I guess some coordination on submissions with JLab
in particular would be good? Given the "encouragement" to
cross-collaborate between labs and the limit of 2 proposals per lab,
this game is not strongly a zero sum competition.
