My comments and impressions after this meeting
basically unchanged from the (very cautious) spirit of the leadership team meeting discussion
larger multi-lab proposals require that the PI spend and charge at least 25% of their time on the project. I think I’m safe in saying that’s off the table for all of us.
Dmitri mentioned authors of unapproved LDRDs should consider submitting.
initial step is a few sentence long abstract describing a potential LOI. Dept will give thumbs up or down on this promptly. In principle then the time lost to a thumbs down is negligible.
the danger though is that you get a thumbs up ;-) It appears (they are checking) that there is no filter at the DOE between LOI and a full proposal. So a thumbs up to an LOI could mean you’re obligated to write a full proposal, even if you’re doomed from the start.
The least danger of wasted time might be as appendage on someone else’s multi-lab proposal.
Malachi aside, I would be very positive on the JLab proposal, if only as a further connection in our healthy software collaboration with them.
I made Markus confidentially aware of the bridge burning, trust issue with Malachi (without any detail), while saying we’re still thinking about it and otherwise view his suggestion positively and with appreciation. He replied
I am very sorry to hear that and am glad that you are considering the idea nonetheless. Please keep me posted.
Beyond that: I will of course not share the information below with Malachi or others. However, it might make sense to talk about this with Amber in case this would affect the collaboration between BNL and JLab on AI/ML or physics.
We can’t let one individual damage or blunt an important relationship, for sure not the larger picture of “collaboration between BNL and JLab on AI/ML or physics”, so we should think carefully.
So, a few-line abstract on AI/ML services, drawing on the LDRD, would be a possibility for one of the smaller proposals. With the danger that we’re approved at LOI level but doomed to waste our time. It would be “doing our duty” to the dept. But we have strong arguments that we are very busy and growing as it is.
The safer possibility, joining someone else’s multi-lab proposal, would also contribute to doing our duty, with most of the time wast---invested elsewhere. The one possibility I know of, with JLab, has its risk factor.
This was long; the FOA is already fruitlessly consuming our time ;-)
