Ross, what do you mean here: "class/wrapper is needed for this histogram"?
Concerning R1 partial readout: Meanwhile, we can leave with what is available but is there an understanding of how the ADCs will be recorded/stored?

That there is nothing between r=20 and r=30 in your second plot is probably because we only read R1 chambers starting from r = 30cm. So you will get no hits for smaller radii.

That your ratio appears significantly larger for the half of the R1 chambers than for the others is unclear.

It looks like half of the R1 module is not simulated.
Is it a correct statement?
See histogram below. It shows the ratio of weighted and not weighted ADC distributions (it should qualitatively coincide with the gain map).
