Hello,
Ray Fliller called me 10 minutes ago or so. Apparently, the smoke pollution problem has much improved and so that C-AD has decided to turn on the HSSD for STAR and then sPHENIX.
Below is the smoke detection level that I just got from Wolfram : ======================================================================= at 9:30am this morning these are the readings of the HSSDs as a fraction of the alarm level:
STAR IR – 0% STAR Assembly Hall – 10%
sPHENIX – IR 0% sPHENIX Assembly Hall – 15%
(One of the STAR HSSDs reached 90% last night.) With this we can turn STAR back on after the present store, expected to end around noon. ======================================================

After discussions with the CAD control room and Fire Rescue, CAD has asked for the HSSD’s to be turned on at STAR at ~12:30pm today. The store will be dumped and an access made to STAR to turn on the HSSDs and restart the detector electronics.
After STAR has been turned on, the HSSD’s in the rest of the CAD complex may be re-enabled as well.

I agree as well. If the detectors go off because of the air quality, that is no benefit to anyone. This is the least disruptive course for the RHIC program as a whole.
We’ll work with F/R to determine a course of action for STAR. Based on what Marcel has just told me over the phone – we have made the correct decision.

In my opinion that is correct. We were trying to prevent unneeded building evacuations and possibly shutting down experiments to gain access to investigate the activated HSSD”s.

All,
To be clear, we do not have to turn off the detectors. This was done to minimize the number of alarms that were coming in. If you want to run, the detectors can be turned on with an elevated chance of alarming and appropriate response.
Does anyone have a different view point?

Mike K., and Marcel,
Thanks for your help last night with the HSSDs.
When you decide that the air quality is good enough that we can start turning on HSSDs, I do ask that we prioritize the STAR detector. The detector is presently off and unable to do any physics. We also need to coordinate with the MCR to allow for the access for Fire/Rescue and STAR to reenable their systems.
That said – today is not necessarily looking promising…

STAR is under operations lockout. The detector electronics are off. Only cooling and gas systems including flammable gas detection remain on. I gave given my approval to fire/rescue to disable the HSSD systems at STAR.
Once the HSSD systems are disabled, MCR can sweep it at their leisure.
If other HSSD systems need to be disabled overnight, please contact the CAD MCR at x4662.

I approve the impairments of the MCR and Computer room in B 911 since they are either manned 24/7 or sprinklered.

The HSSD systems in the STAR detector building are credited controls. Provision 3.24.6 in the RHIC ASE requires one of the two HSSD systems to remain on. Therefore, after discussions with STAR we are asking them to turn off their detector. Once CAD has confirmed that the detector is off, and cannot be turned on, we will give approval to disable the STAR HSSD systems.
Our other HSSD systems are not credited controls. sPHENIX has requested disabling their HSSD system – we approve this request. Building 913 has given a supervisory alarm – and we approve the request to disable as well. We approve all requests to disable the HSSD systems, EXCEPT 1006 and STAR at this time.
I will send the approval to disable the HSSD system for the STAR detector once we ensure the detector electronics are disabled.
We do plan to run RHIC except for the STAR detector. sPHENIX will be running.
Should conditions deteriorate to the point that regular smoke detectors start alarms we will be turning off.

I called back CAD and told them B913 HSSD system in supervisory alarm. They are still discussing what to do, I have also talked to BHSO (Seniuk) to keep him informed.

How can the STAR be impaired if its part of the credited control?

The HSSD smoker detection systems in NSLS-II can be impaired since Bob Lee verified that The defection is not a accredited control. No fire watch is required.
The HSSD smoke detection at STAR can be impaired with my approval. No fire watch is required.

Ray Fliller said that the STAR detector smoke detectors are credited controls. Also, if the soke detectors are life safety equipment especially in areas that are remote in building do we then need a fire watch if we turn them off?
Mike
From: Daniels, Thomas A <tdaniels AT bnl.gov>
Do not bypass any until we have verified they are not part of the accredited controls for that facility.
