Hello,

 

In the email, Kathy Schwager gave a detailed explanation for the deer management operation this coming Fri/Sat/Sun (Feb. 23-25).

They will be in the RHIC area for only short periods of time.  But you should call x4662 (MCR) and/or x2238 (CAS) to check to make

sure (during the hours of 8 pm to 3 am).

 

Here, CAS = Central Alarm Station,   not the other CAS (Collider-Accelerator Support) that we’re more familiar with.

Hi Ken,

 

So, I’d like to start at the beginning.  There have clearly been some misunderstandings and miscommunications regarding how we do deer management, and I made the false assumption that since we have been doing this for years, everyone knew the specifics.  I’d like to give an overview of the process during which I will hopefully answer the questions you sent and perhaps a few you haven’t yet asked. 

 

Deer management begins in the evenings around 4:30-5pm with static shooting that takes place at 3-4 bait site locations around site.  No static shooting will take place near any buildings in RHIC.  The only site where static shooting might take place in RHIC is at the bait site located inside the forested center of the RHIC ring away from any roads.  Shots are NEVER taken towards buildings or roads.  Bait sites are located specifically with this in mind.  Static shooting is completed at around 8pm and mobile shooting begins thereafter. 

 

We DO NOT spend the entire night inside RHIC.  We spend most of the night in other areas of the Lab.  RHIC is only entered a few times a night, and then, only after notifying the Main Control Room.  If the Main Control Room asks us to wait because there is some work that needs to be done that involves someone moving around to other buildings, we will wait or try again later.  The area is avoided entirely during shift changes.  Most of the time in RHIC is spent in the forested center of the ring during which time the Ring Road is open, and people can move freely.  We do not spend much time on Ring Road itself and we actively try to minimize any impact to your operations, but when we are, that is when security closes the roads. 

 

When we are conducting mobile shooting in the central campus area, including RHIC, we are with security so they can make the proper notifications and block off roads when necessary.  I am in constant contact with security all night long and I have a radio so that I can hear if there is another emergency that requires their response.  When that is the case, we do not do any shooting in the central campus area.  So, if a fire alarm were to be activated, you would evacuate as normal because I would hear about the issue on the radio, security would break off from us to respond, and shooting would cease.  Safety is our number one concern at all times.

 

You can move around to other buildings most of the night as normal and because shooting is never conducted towards buildings, staff can move from 1008A to 1008F.  I always recommend calling the Main Control Room or the CAS (x2238) if there are any questions about where we are working.  We do our best to accommodate those working while we are conducting management.  Management activities end no later than 3am.

Subject: 2nd try: During deer culling, can/should we come out to the parking lot when there is fire alarm ?

Sorry for the scrambled email previously.  Let me try again (though we have chatted extensively in Teams, we’d like our colleagues to hear from you).

In the pdf attached, in 1008, from the bottom of the picture to the top, it’s the parking space (closest to the RHIC ring road), and then there is the trailer and then
there are the Main building 1008A includes the A.H. (Assembly Hall) and Experimental Hall, and 1008F (gas mixing house).

During the deer culling period, when there is a fire alarm, we should still evacuate to the parking lot, right ?

And during the deer culling period, we can still walk from 1008A  to  1008F (they are next to each other and away from the ring road), because you guys would not shoot towards the buildings.  

Can you please confirm  ?

Good morning,

 

Just a reminder that deer management will begin this Friday evening 2/23.  If we need to cancel a night due to weather or other factors you will be notified.  As in years past, we will have security call the Main Control Room when USDA intends to enter the RHIC ring and in the vicinity of buildings 956 & 957 so you can notify any personnel in the area to remain indoors until the area is cleared.  When USDA is working inside the forested area in the center of the ring, personnel can come and go from buildings.  We aim to have as little impact to operations as possible.  Are there any shift changes we need to know about so we can avoid the area? 

 

Below is some language you can use to remind staff of the dates for the first weekend.  Let me know if you have any further questions.  Thanks so much for your help.

Staff are reminded that the Laboratory in cooperation with the US Department of Agriculture will be conducting deer management starting the afternoon of Friday 2/23 and ending early in the morning on 2/26.  All activities will occur during the evening and overnight hours.  Staff are asked to respect all road closures and security vehicles acting as blockades.  If you need to be outdoors or need to travel to other buildings and have questions regarding the location of management activities, please contact the Central Alarm Station (x2238).   If there are any general questions regarding deer management, please contact Kathy Schwager (x8471) or Tim Green (x3091).
