Flemming was the limit stated from 3M specifically in connection with high voltage breakdown? I thought it was just a general purpose guideline from them. I am
not doubting it is a good limit, expecially the fact that newly opened container had about same about 40 ppm water assay as the opened drum is very comforting. But was the 90 ppm limit specifcally a recommendation for the situation in STAR?

Hi Zhenyu,
I am not sure what additional tests you are proposing? 3M gave a limit
for water content, and measurements by experts found it was very low. So
do you trust this advice and measurements or not?
