The dip in systematics in R_{L} is due to how the systematic variations interact with the normalization. As systematic uncertainties shift the distribution to the right or left, and the normalization will move distributions at lower angles up and at higher angles down (In order to integrate out to one on the log scale), this results in the varied curves somewhat "pivoting" around a region, which results in lower systematics there. I think it is good to represent systematics this way, because it reflects how the resultant curve would actually change with a change in hadronic correction, tower gain, etc.
