Clarifying a few (hopefully uncontentious) points...

That's the next step _after_ an official library is built, a calibration
production of the high priority datasets (3 or 4 FXT energies) for TPC dE/dx
+ BTOF + ETOF.

I built a test library for the purpose of running the nightly test suite, not
an official library.

The concern with merging into DEV currently is to avoid any impact on
FastOffline for the next ~5.5 weeks.
