One big picture comments...

This statement implies that evolution to L1Track is a given, which it is not. I'm not sure if this implication was intentional or not:

"To achieve our goal of maintaining Run-1 efficiencies at viable bandwidths in a cost-effective manner, the ATLAS HL-LHC trigger system will consist of three levels, realized in a phased implementation. In the early period of HL-LHC running, before full luminosity is achieved, a simplified two-level trigger system will be employed to facilitate fast implementation"

We need your help. We need to update the NSF PEP for the DR and FDR. In particular there are sections in the PEP on the development period and the up/downscope options. They are section 3.1, 3.3, 4.4 in the PEP. Can you please take a look at your subsystem in those section (we will take care of cost tables/profiles) and correct/update the narrative in those section. The PEP can be found in DocDB #78 (Word file). Enter your changes using Word tracking changes, and send it to me, don’t upload to #78 as I will collect all the changes and then reupload. Please complete the changes before COB June 28.
