Hi Mike,

This looks good to me. Thanks for putting it together! Only one other 
small item: on the second-to-last bullet, I would remove "(even if we 
were able to support the standing army costs)". If we were able to fund 
these people as a standing army, we wouldn't lose them. I think that we 
make the point adequately by just saying "risk the loss of key personnel".
