I would suggest to move the last bullet (about the Risk register item) up to 
immediately after the chart, since it follows the logic of continuing on the 
current schedule, but having the end-date stretched out.  In contrast, The 
bullets after the chart are about the impact of delaying the MREFC funding 
(ie. NOT continuing on our current schedule, but instead putting the project 
"on hold" for a year).
