No, Mark already did that in an initial answer to his bosses so that is 
implied -- here he wanted some specific examples of what would be impacted, 
so purchases like this make that point. He is basically looking for some 
ammunition to tell the committee that it is a dumb idea to delay funding by 
three months (even if the HL-LHC start is delayed by a year) because we are 
ready to go once funding is released - some are in fact 4/1/20 orders being 
placed on the day the funding is released. Just further ammunition for him.

Shouldn't you include also the manpower for those 3 months, which is being 
used largely to prepare for those M&S purchases?  If we are not allowed to 
have our people working on the MREFC tasks during those 3 months, we need 
other funds to pay them for that time, just like we argued with the 12-month 
delay.
