If this has been the case for multiple months, Elliot's excuse weakens.

Thanks Stephanie.  Of course, one option is for the L2 managers to 
collect and vet the VRs via email, and then enter them.  You need to vet 
them anyway.  That means the L3s don't look at useful plots etc. of course.
