Hi Mike,

        I give a few comments below.

p. 3 - put DoE scope in different color scheme, to separate it more 
clearly?  (I do this in LAr)

p. 5 - not the best org. chart to show, since most of the PL for 
operations need to be at CERN so there are fewer US people.  More 
relevant (and more US people) would be to show HL-LHC org chart?

p. 16 (and elsewhere) - while I don't mind directing the focus 
elsewhere, I am just pointing out that the Columbia LAr spending never 
shows up in such reports since we are not a SUBcontract

p. 17 - we have "COVID Actuals" and "COVID BCPs", which (as has been 
widely discussed) don't agree precisely.  Which do you mean by "current 
COVID cost to date"?

p. 21 - plot is very confusing (at least to me)

p. 23 - I would add "university closures" at the front of the list of 
COVID impacts, since we were all shut down for at least 3 months, right 
when the MREFC started; particularly terrible timing!
