Hi L2 managers,
We have spent quite a bit of time with NSF trying to make the case for the COVID BCP-1045, without a lot of headway. Attached are the NSF comments regarding our BCP, please read them for yourselves to see what NSF’s current viewpoint on
COVID BCP’s is (and distribute as you see fit down the line).
If I try to summarize, they have:
- Explained that we cannot add resources to “in-progress” tasks (our split tasks), but we can change the duration of those tasks.
- That means that escalation (only) is allowed because of tasks that have been pushed out by the COVID caused delays
- As a consequence, they have not approved any requests for additional resources for split tasks and not approved most additional resource requests, with the exception of an additional
resources request in 6.8.3 for near term “not started” work. They want us to carry those variances until such time as we re-baseline.
- Based on that we will re-submit the COVID BCP, following those guidelines, in the next few days and seek NSF approval for essentially the COVID schedule delays and the corresponding
escalation.
- For institutions that may need additional funds this year to cover overcosts attributable to COVID inefficiencies for example, we will deal with those on a case-by-case basis, and
will need NSF approval before distributing those funds.

between NSF and DOE LAr scope could be synchronized. This is the modified justification document for LAr only.
- 3/17/22 – “BCP_NSF-1045A-v1_COVID” – then NSF signed the BCP-1045A BCP

4/4/22 -- “NSF Feedback on LAr responses for BCP NSF-045 v5 2022-04-04” –
was the NSF response to reviewing the remaining LAr requests (except for the schedule delays, that were approved earlier, see above)
