Hi John,

Here are annotated versions of both.  For the NSF BCP, please make a 
separate document with supplemental BOE-like documentation, as that will 
be needed for NSF approval.  Guidance is:

1) Where additional labor hours are required, or there is a change to a 
more senior person at a higher rate, the cost rate differential and 
total time should be documented to support how you arrived at the 
quantities in the CCB.

2) Add information related to any delays to Tier-3 milestones.
