Hi John,

Thanks. A couple of comments:
-we already had the BE firmware specs review.
-I don't think you should write "This is roughly estimated based on past experience (though we obviously don’t have directly comparable previous experience)".
-You write "This work cannot be done remotely... An estimate of the quantitative impact is a 3-month delay and increased labor costs of $30k." We'll need to be careful with such statements, as they indicate standing army. We don't have a clear statement from NSF yet about standing army. We'll try to get that asap.
