At some point you should be prepared to answer whether we should change P6 to "recover" these funds (ie. give them back to contingency). The CV for SBU is ~ +$300k, so a considerable sum.

Explanation of Variance/Description of Problem:
There is a positive CV, mainly from work at SBU which has cost less
than expected due to lower component costs for test boards, which no
longer require an FPGA, as well as from lower than expected labor
costs. LASP delays have also caused money not to be spent on expensive
LASPs and LASP test stands, but tests performed with existing dev kits
and infrastructure.

Impact (including impact on EAC):
None.

Corrective Action:
Costs will rise soon, due to purchasing major parts (FPGAs and
Firefly's) for production, which will significantly decrease the
fractional CV that has been accumulated.
