I am confident the PO would have a way to "recover" the "excess" funds, if it is really true that some work was cheaper than anticipated and therefore the funds are no longer needed.

I would normally say to just keep the funds, since we might need them later. However, not sure Andy wants to write VRs every month forever!

At some point you should be prepared to answer whether we should change
P6 to "recover" these funds (ie. give them back to contingency).  The CV
for SBU is ~ +$300k, so a considerable sum.

Explanation of Variance/Description of Problem:
There is a positive CV, mainly from work at SBU which has cost less
than expected due to lower component costs for test boards, which no
longer require an FPGA, as well as from lower than expected labor
costs. LASP delays have also caused money not to be spent on expensive
LASPs and LASP test stands, but tests performed with existing dev kits
and infrastructure.

Impact (including impact on EAC):
None.

Corrective Action:
Costs will rise soon, due to purchasing major parts (FPGAs and
Firefly's) for production, which will significantly decrease the
fractional CV that has been accumulated.
