I am confident the PO would have a way to "recover" the "excess" funds, 
if it is really true that some work was cheaper than anticipated and 
therefore the funds are no longer needed.

I would normally say to just keep the funds, since we might need them 
later.  However, not sure Andy wants to write VRs every month forever!
