Indeed, I'm happy my comments are being heard!  I think there's a mismatch between the quality of individual described (and they have a great set of skills) and the expectations of said individual.  I don't have any ideas for how to fix that except to say that contract longevity rates highly and such an individual would likely (?) have other options.  Not for this time maybe, but stretching the funding to 3 years could look more attractive to candidates, gives us a better look at them and gives us more time to find funding lines when we have a person we really want to keep.  The funding likely doesn't provide that flexibility but a big lab should be able to make such things possible - I wonder how creative other labs are in that regard?
