Hi Steve,
My recommendation for low-cost off-the-shelf test cable is to use two
of 3M #
3750/16 (Mouser stock:

) and one of Belden # 5502FE (Mouser stock:
https://www.mouser.com/ProductDetail/Belden-Wire-Cable/5502FE-008U1000?qs=sGAEpiMZZMs5%2f3jTaGtq4JmHLIbs6dVBTDx60e5r0YM%3d
).
I guess the test cable set should be same length as real cable in
real FST, but there may be some other constraints too. So with 100' cable you
can probably make at least 4 test cable sets. I don't know how many might
really be wanted for tests though; Zhenyu should better say about that and
the length.
For the connector for at the patchpanel, I'd pick some alternative D
connector (preferably machined-pin type) that must be available at Mouser too.

p.s. The cables above are both UL approved and are NEC type CL2 and CMR,
respectively. So you shouldn't have any issues with using them at STAR.
