My hypothesis is that because reconstructed FST hits are put at the center of
the strips, tracking does not pick up more hits even though there are more
FST layers (and thus hits), due to either narrow hit search (track
extrapolation) window, or small FST hit error.

I asked Guannan to look into this by increasing 1) FST hit error -> not much
difference in resolution 2) hit search window -> waiting for his update.
