STAR task force for tuning PYTHIA

Hi Matt, Kolja,

So... I can't install things into the STAR ecosystem... but the 
infrastructure
group should be able to support this.  So if you want Professor 
installed it shouldn't
be an issue.  Just let me know and I can forward the request.  Python 3 
might be
tricky, but not impossible, to support alongside our python 2.7.
