Hi all,

Let's start the ball rolling with a couple of general comments:

Even though I put in the two cost tables, I think their order should be
swapped.  Put the descoped costs into the executive summary and the
pre-descope Director's review numbers into the section on costs (Sec.
1.1).  Then the text in Sec. 1.1 referring to the table should be
changed to say that Director's review numbers reflect the starting point
before identifying savings.

Include some text describing the effect of descoping on cold QCD
measurements.
