EIC/BNL Computing discussion

JIRA we've discussed in various circles for EIC and I asked Eric specifically about EIC support, he said JIRA is supported for EIC.

In the STAR computing meeting, the statement that SDCC will support JIRA for STAR prompted me to re-ask the JIRA for EIC question, and I got a clear positive answer.
