- I don't think submitting JIRA comments or other input by email is a requirement. Maybe I'm wrong on that though; those hundreds of readers may want to inject comments, and an email mechanism to do so could perhaps help keep the number of writer licenses down.

CERN has some sort of site license; there, truly everyone has full access.
